Mapping Cross-Border Activities

With support from the Special EU Programmes Body, the International Centre for Local and Regional Development (ICLRD) and its partners developed a pilot version of a dynamic mapping application to display cross-border information in a visual way.  Using the Border Ireland dataset this application shows the possibilities and constraints for producing online, interactive maps on North/ South co-operative activities on the island.

In December 2005, a Final Report, Mapping INTERREG Programmes, was completed and provided to SEUPB as well as agencies and organizations involved in cross-border activities. In January, 2006 a demonstration version was released to a small reference group of 32 cross-border practitioners.  A special login page was created to track the number of visits. There were a total of 30 logins to the opening page and 1,238 hits which represent users generating separate queries and maps.

Positive feedback was received from a range of organisations including the community and voluntary sector, government officials and EU-funding bodies.  The pilot mapping application was referred to as “innovative”, “excellent” and “invaluable”.  Reviewers were unanimous in declaring how such a mapping service could facilitate their current workload by helping them to “service networks”, “prepare papers for project monitoring committees”, “present the case to work co-operatively on issues”, “organise appropriate attendance at meetings in specific regions” and “provide background materials for briefing papers”.  The notion of integrating the application into the Border Ireland website was broadly welcomed as a “natural next step in the development process”.

Based on the work of the pilot, the next phase of the project integrated the mapping application into the Border Ireland website. At the end of this work, a user logging into the BorderIreland website will be able to generate queries regarding the spatial distribution of projects and have these linked text and maps. The project team feels that adapting the existing pilot application to work within the BorderIreland database and website will ensure that the information remains dynamic and up-to-date.

InterTradeIreland: NSS/RDS Framework for Collaborative Action

InterTradeIreland commissioned the ICLRD to undertake research into the spatial planning strategies in Northern Ireland and Republic of Ireland and to identify a potential framework for collaborative action that can strengthen economic competitiveness on the island of Ireland.

While the National Spatial Strategy (NSS) and the Regional Development Strategy (RDS) facilitate the purpose of all-island planning, a better fit between them, particularly in the border regions, would be advantageous to competitiveness of the all-island economy.  Strategic investments, particularly in infrastructure provision, transport, waste management, education, housing, and health policies are considered to be priority issues.

ICBAN: Cross-border Transportation Planning for Strategic Roads (September 2005)

The purpose of the study was to assist the Irish Central Border Area Network (ICBAN) to examine border regional transport infrastructure in the context of the new emphasis on strategic spatial planning and other recent developments that affect opportunities to improve strategic transport infrastructure in the region.
